Testimony by Frank Caesar Branchini, Board Member, Maryland Votes for Animals

Maryland Votes for Animals supports passage of Anne Arundel County Bill 72 -12 which will allow Anne Arundel County Animal Control to waive certain adoption fees.  Maryland Votes for Animals is Maryland’s only political action committee for animals.  

Maryland Votes for Animals commends Robin Small and her staff at Anne Arundel County Animal Control for looking for creative ways to promote the adoption of shelter animals and reduce euthanasia. 

Americans love to get a bargain.  Conducting adoption promotion campaigns featuring reduced adoption fees is a proven method for increasing adoptions.  It generates publicity which increases public awareness of the shelter as a place to adopt cats and dogs and it draws people into the shelter. 

Three shelters in the Baltimore Animal Welfare Alliance – Baltimore Animal Rescue and Care Shelter (BARCS), Baltimore Humane, and the Maryland Society for the Prevention of Cruelty to Animals (MDSPCA) – conduct an annual campaign where they waive the adoption fees for cats and kittens during the month of June.  This year 769 cats and kittens were adopted at the three shelters in June.  This is more than twice the number of cats and kittens that were being adopted at three shelters in June before they began this promotion.
