In too many cases the humane treatment of animals in Maryland is completely or effectively uncontrolled:
- You can keep chickens in a space with a footprint smaller than a piece of letter sized paper and never let them out,
- You can tie a dog outside whether it's 100 degrees in the shade or 20 below in a blizzard and never let him in,
- You can work a horse to death under the most brutal conditions.
